Account Types; allow Product Type to be changed even if there are existing Accounts

At present, if there are Accounts belonging to an Account Type, the Account Type's Product Type cannot be changed.

This errors with the following message "Cannot change the Account Type's Product Type since Account records exist that are using this Account Type.".

This restriction has been removed.
