New Zealand High-Cost Consumer Credit Contracts; updated Account Payment Arrangement wizard

A new warning has been added to the Account Payment Arrangement wizard for New Zealand High-Cost Consumer Credit Contracts.

The warning appears if there is a future dated Transaction that is reduced due to reaching the maximum Cost of Borrowing or Default Fees. The message is "One or more future Transactions will be reduced under 'NZ High-Cost Consumer Credit Contract' Regulations. The first reduced Transaction is dated dd/mm/yyyy."
