New Zealand High-Cost Consumer Credit Contracts; updated Account Warnings script

The Account Warnings object event script has been updated to include warnings related to New Zealand High-Cost Consumer Credit Contracts.

In addition, for New Zealand databases, if the Account is a Consumer Loan, the Regulation Type is NOT defined as "NZ High-Cost Consumer Credit Contract" and it is opened on or after 1 June 2020, and the Total Interest Rate is greater than or equal to 50% a warning is also shown.
