Default Fee; new smart tags added for Transaction Notes

Default Fee Transactions created via Account Processes now include additional Smart Tags for Transaction Notes.

The following new Smart Tags have been added:

• Rate
• The Rate
• Rate Description
• A text description including the rate and period covered

For example you might set the default transaction Notes (under Admin, Element) to "Default Fee from [DateFrom] to [DateTo] at [RateDescription]" and the Transaction's notes might state "Default Fee from 01/05/2020 to 31/05/2020 at $1.00 per day".

Note, in addition several minor internal changes have been made to Transaction Note Smart Tag replacements to bring code up to current standards.
