NZ High-Cost Consumer Credit Contracts; add "New Zealand Rate of Charge" Comparison Rate

A new Comparison Rate type of "New Zealand Rate of Charge" has been added. This is to support High-Cost Consumer Credit Contracts in New Zealand.

Note, a High-Cost Consumer Credit Contract is prohibited from charging more than a maximum Rate of Charge of 0.8% per day; calculated in accordance with the regulations.
