Portals; Progresssive Web App (PWA) options added

A new PWA page is available on the Portals form.

This allows Progressive Web App options to be specified.

If enabled (the default), a special manifest file will be built that can be used by iOS and Android device that allow the Portal to be added to the Home Screen and function in much the same way as an App Store App.
