Account Payment Details Change HTML Widget; "Account Number" field should be mandatory

The Account Incoming Bank Details and Account Outgoing Bank Details HTML Widget controls incorrectly showed the "Account Number" field as not mandatory for Payment Methods that are Direct Credited or Direct Debited.

In Payment Entry they work correctly, but in the Account Payment Details Change HTML Widget they were never mandatory.
