Scripts; Import HTML Widget list not refreshing correctly

Previously, attempting to import built-in HTML Widgets from the Scripts form immediately after a licence update or opening a database with different licence options may have resulted in certain licence-specific HTML Widgets not being available or being incorrectly available.

This has now been fixed; the built-in HTML Widgets and Smart Lists collections are refreshed appropriately, including after a licence update.
