Credit Bureau; add Global Settings to enable/ disable Quotation Credit Enquiry Confirmations

Added a Global Setting to enable/ disable Quotation Credit Enquiry Confirmations. This is found under Global Settings, Credit Bureau group, General page.

This option has been added to streamline processing where Quotation Credit Enquiries are not used.

Note, if this option is unchecked it does NOT prevent a Quotation Credit Enquiry from being processed. However, when the Account is opened no confirmation is sent to the Credit Bureau.

Note, this option will only appear for New Zealand databases.
