Refinance; added option to hold Credit Limits to the original Account's Limits

There is now an option to keep Credit Limits to the original Account's Limits when Refinancing a Loan Account.

To use this, under Admin, Account Type, Credit Limit page check the new option "Keep Credit Limits when Refinancing?".
