VedaXMLNZ; update to allow new Access Purpose C4

The Equifax New Zealand Consumer Credit Enquiry has been updated to support changes for the NZ Credit Reporting Privacy Code - to take affect from 1/10/2019.

The service within finPOWER Connect is known as "VedaXMLNZ", and the product affected is "Consumer Enquiry".

The specific change is to add a new Access Purpose "C4", Credit Quotation Enquiry - as per the Equifax NZ B2B Guide version 2.16 dated 11/06/2019 - and deployed for testing on 23/08/2019.

This Access Purpose should be used if offering risk-based pricing for credit products. For more information see the Credit Reporting Privacy Code 2004, Amendment No 14. Note, you may setup this as the default under Cost Centres.

Note, the facility to confirm Quotation Credit Enquiries is not yet available from within finPOWER Connect.
