Electronic Signatures; change to use Cost Centre setting for Test v Production modes

The Secured Signing Electronic Signature service had its own Test Mode setting. This has been removed and the Cost Centre Test Mode for the User is now used.

Note, in addition, the Docusign service was always running in Test Mode.
