Log Summary Page; Publish Status "Not Issued" incorrectly showing Time Zone information

In the Log Summary Page, if the Publish Status is "Not Issued", it is incorrectly showing Time Zone information. This shows as "Failed to convert to "" next to the Date and Time.

Note, the Date and Time a Log is "Not Issued" does not include Time Zone information.
