Account Trial Balance and other Reports; may report Balance as at date incorrectly

The Account Trial Balance and other Reports may report the Balance as at the date selected incorrectly.

This is because a Transaction, e.g. Payment, could be dated prior to Report "Date As At", but reversed after this date.

Note, this issue only shows itself under certain conditions where the underlying query tries to optimise how it retrieves information.
