HTML Widgets; Summary Pages; Formatting missing if a Global/ User Template Folder is specfied

When running within finPOWER Connect desktop, HTML Widget Summary Pages such as the summary shown at the bottom of the second page of the Account Payment Arrangement wizard could appear unformatted.

This is due to the summarypage_2.css file not existing (or being an old version) in this folder.

This file should never be read from the configured Templates folder, it should always have been read from the installation folder/Templates folder.
