HTML Widgets; Account Payment Details controls; Better handling of insertable tags

The tags that show when entering the reference fields in the HTML Widget Account Payment Details controls how behave in a slightly more consistent manor.

This control is used in such HTML Widgets as the Account Payment Details Change widget which is used to enter an Account's incoming payment information.

In previous iterations, the tags would sometimes hide and show unexpectedly.
