Monitor Categories; fails to update with message "Monitor Category A is not configured for use."

Account and Account Application Monitor Categories may fail to update with a message "Monitor Category A is not configured for use." (or Category B or Category C).

This occurs because there is an existing value in Monitor Category A (or B or C), but it is no longer used (as defined under Global Settings).
