Account Standard Transactions; now allow Basis to be updated when frequency is "Opening"

Account Standard Transactions now allow the Basis to be updated when the frequency is "Opening", if the Element's Type is Cost, Fee or Journal.

For example, this allows you to define a Cost that is a percent of the Total Advances.

Note, you can still use a Frequency of "Once" with a First Date of "Opening" to create the same Transaction. However, this transaction will not default an Accounting Ledger, whereas using "Opening" will.
