New Account wizard; fails with unhandled exception error when clicking Next on the Financial page

The New Account wizard may fail with the error "An unhandled exception has occurred. Key does not exist in collection." error when clicking Next on the Financial page.

This occurs if not licensed for the Branches Add-On and the default Branch is inactive.
