Report Explorer; Loan Reports showing when not licensed for Loan Accounts

Loan Reports were showing on the Report Explorer when licenced for Advanced External Party and not Loan Accounts.

Also, the Account Trial Balance Report was only shown when licenced for Loan Accounts. This Report is important when licensed for Advanced External Parties to show Disbursement Accounts.
