Spellcheck; Add to Dictionary may fail with an error

When spell checking words, the "Add to Dictionary" function may fail with the following message "Failed to save Settings. You do not have permission to save Global Settings".

This occurs under the following circumstances:

• Global Settings, General group, Spelling Page, "Always add words to Global rather than User Dictionary?" is checked.
• User who is logged in is NOT an Administrator.

This option has been removed.

1. Removed Global Settings, Spelling page "Always add words to Global rather than User Dictionary".
2. Removed "Dictionary.Add" Permission Key.
