Phone Number formatting; updated for Australian mobile phone numbers

Phone Number parsing and formatting has been updated to better cater for Australian mobile phone numbers.

For example, previously entering the phone number 0499 111 111 was reformatted to (0499) 111 111. The convention for mobile phone numbers in Australia is not to include brackets, i.e. it should be formatted as 0499 111 111.

Note, Phone Numbers starting with 04 or 05 are defined as mobile phone numbers in Australia, although no phone numbers yet exist in the 05 range.
