HTML Widgets; DateBox; New "allowTime" option added

A new "allowTime" startup option has been added to the widget.UI.DateBox control.

This allows entry of a time portion.

NOTE: This time portion displays and returns UTC values and knows nothing of time zones hence it is only designed for very specific situations such as the Australian PPSR Registration date and time which is fixed as ACT time.
