Business Layer; finUser; Duplicate method does not clear Locked Out state

The Duplicate method of finUser object was not clearing the Locked Out state of the record until it was saved.

This was not noticable in finPOWER Connect but, duplicating a Locked Out User in finPOWER Connect Cloud showed the new User as being Locked Out until it was saved.
