finAccount.TotalAdvancesRestructured; issue if called with differing includeCostElementType parameter

There is an issue with the Business Layer function finAccount.TotalAdvancesRestructured.

Note, this function has one parameter "includeCostElementType".

The first call to this function returns the correct value. Subsequent calls always return the same value regardless of the includeCostElementType parameter.

Note, clearing, refreshing or loading another Account reset this value.
