Account Payment Arrangement; Advice Log Date now includes the time if dated today

When creating a new Account Payment Arrangement you can print an advice. The Log Date for this advice now includes the time if dated today.

Note, if the Payment Arrangement is dated in the past the time is not saved with the log.
