finAccountHistoryItem.CanCancel; Pending Withdrawals incorrectly return True when the item is Complete

The finPOWER Connect Business Layer function finAccountHistoryItem.CanCancel did not correctly return False for Pending Withdrawals if its status is not "Pending".

Note, a completed Pending Withdrawal could not actually be cancelled.
