finAccountHistoryItem.CanCancel; did not check Permission Keys

The finPOWER Connect Business Layer function finAccountHistoryItem.CanCancel did not check Permission Keys.

For example, this should return false for a Credit Limit History item if you do not have permission for "Account.CreditLimitCancel".

Note, even if this function returns true, the User could not actually cancel the History Item if they did not have permission to do so.
