PPSR Search; Charge warning still continues wizard

The NZ PPSR Search wizard warns the User that the search will incur a fee (if configured in User Preferences).

Clicking No to this warning did not stop the wizard, it still progressed to the Search Results page, however the Search was NOT performed. But this was confusing.

This has been fixed so the wizard does not move forward.
