Security Types; disallow changing of Base Type and Collateral Class if Security Items exist

Changing the Base Type or Collateral Class of an existing Security Type will now fail if there are any Security Statement Items using the Security Type.

This protects against accidentally changing key configuration characteristics of the Security Type that could have serious ramifications.
