User; New business layer functionality to allow User Data to be saved by non-Administrators

A new function, finUserFunctions.SaveUserData allows a non-Administrator User to save a User's (finUser) UserData and/ or UserDataWeb properties to the database without being an Administrator.

This only allows the currently signed-in User to save their own User Data.

NOTE: The finUser object supplied to this function is not updated hence, it will need to be refreshed if attempting to save User Data multiple times.
