Account Applications; option to allow editing of captured data whilst Status is "Reviewing" is not working properly

The option to allow editing of Account Application data whilst Status is "Reviewing" is not working properly.

On the Applicant and Collateral pages the Add button is still enabled. When clicked a blank read-only form is presented.

On the Applicant and Collateral pages, Applicants and Collateral can still be deleted and moved up/ down the list.
