Scripts; Importing a package containing Scripts and Parameter Sets fails

If a Script references a Parameter Set and an import package is imported that includes both the Script and the Parameter Set, the Script failed to import since it tried to do so before importing the Parameter Set.

NOTE: This issue did not occur if the Parameter Set already existed in the database.
