Decision Cards; not handling Scores with decimal places correctly

Setting a Decision Card Rule Score to a number with decimal places may cause the Decision Card to fail with an error if a Script is involved.

The error is "Option Strict On disallows implicit conversions from 'Double' to 'Decimal'.".

In addition the Scorecard result shown from an existing Log does not include the score if it has decimal places.
