Deleting Records; Updated logic when checking if used by other records

Currently, when deleting a record the User is warned if Usage items exists - but they can still continue to Delete. Then the Delete fails.

This has been updated so the User is not warned first, but the Delete fails and returns the message "This record is used by/ linked to other records. Please review Usage details for more information.".
