Task Manager; Monitored Accounts folder filter not working as expected

Folders of type Filter Monitored Accounts may not work as expected, i.e. not list Accounts when they should.

If one of the Monitor Category Ranges is a NOT range, e.g. "!TEST", and the Account is not currently monitored in that Category it will not be included.

Note, the Account has to be monitored in at least one category for it to be included.
