Accounts; should not allow an Open Account to be reset to Quote if there are Transfer transactions

Open Accounts should not be allowed to be reset to Quote if there are Transfer transactions.

Previously, if the Transfer was created via a Standard Transaction the Account could be reset to a Quote.

Note, Transfers affect two Accounts, the from and to Account. You cannot remove one side of the Transfer, hence this is now disallowed.
