PPSR G2B Update; Amend can get stuck if Action Status is blank (None)

PPSR Amends in the PPSR G2B Update can get stuck if the Action Status is blank (None).

On the Security Statement form, PPSR page, if the Action is "Amend", Action Status may show as "Send", when in fact it is actually blank (None). Now, when the record is loaded the Action Status shows correctly as blank, but when you click Edit it will be updated to "Send".

In the PPSR G2B Update wizard, if the Action is "Amend" and the Action Status is blank (None), the Action Status is automatically updated to "Send".

Note, Amending from the Security Statement form works correctly.
