Process Payment Arrangement Promises script; may fail Promise if next promise falls before end of grace period

The Process Payment Arrangement Promises script may fail a Promise if the next Promise falls on or before the end of grace period.

For example, holidays such as Easter can mean 4 non-business days + if grace days are set to 3 days this means 7 days occur before a Promise is passed. If Promises are weekly the next Promise may cause the first Promise to Fail when it was actually Paid.
