Scripts; HTML Widget; Options page; Now has "Allow Refresh" option

The Options page of the Scripts form now displays an "Allow Refresh?" option for HTML Widget type Scripts.

This is used to determine whether automatic Refresh functionality (e.g., a Refresh button in the Widget's heading) is allowed.

NOTE: This does not prevent the Widget from refreshing itself, it just removes any automatic way of refreshing it from the User Interface.
