New "Preload information when opening database" Global and User Performance setting

A new new "Preload information when opening database" setting has been added to the General, Performance page on both Global Settings and User Preferences.

This will load all global collections upon first opening the database which may cause a slight delay but means that opening any other form such as the Accounts form will be faster the first time since much of the information required by this form (e.g., External Parties) will already be loaded.

NOTE: This setting is used by the User Interface and does not affect applications creating and using the finPOWER Connect business layer.
