Accounts, Clients etc.; should not be able to delete if one or more Logs is 'In Progress'

You should not be able to delete an Account, Account Application or Client if it has one or more Logs that are still 'In Progress'.

For example, you should not be able to delete a Client that has a Bank Account Enquiry still in progress.
