Closed Accounts; may not show Archive action

The Archive Account action on the Account form may not always be displayed for Closed Accounts. The action was only shown if the Account could be archived.

This has been changed so that the Archive action is shown for all Accounts with a status of Closed, Declined or Unwanted. If the action button is then clicked by a User, an error message may appear explaining why the Account cannot be archived, for example "Cannot archive Account as it is the only Account or Client attached to a 'Registered' Security Statement.".
