Information Lists; New business layer method to help split up pipe-delimited, sectioned lists

Certain types of Information List can contain pipe-delimited values, e.g., to represent a Make, Model, e.g., "Ford|Falcon".

A new finInformationList.GetValueBySection helper method has been added to get a particular entry in a sectioned list.
