Logging in as an External Party User no longer forces the External Parties Global Collection to load

In certain databases, the External Parties Global Collection can be quite large (hundreds or thousands of records), therefore, when finPOWER Connect first starts up, it is desirable to avoid loading this collection.

When logging in as an External Party User, this collection was being loaded which could produce a slight delay at startup.

NOTE: Many other actions such as opening the Clients form will load the External Parties collection.

Other potential performance enhancements have also been made by excluding certain properties from the finBL.ExternalParties collection when creating a DataTable to display in Database Dropdowns, e.g., 'HasActiveChildren'
