Account Applications; Closed (Unwanted or Declined) Applications can now be re-opened

Closed (Unwanted or Declined) Account Applications can now be re-opened, i.e., reset back to 'Reviewing'.

NOTE: When Closed, an Account Application's Quotes are fixed. Therefore, after re-opening, it may be advisable to review the Quotes and, if necessary, use the 'Clear' button in the Quote Properties form to 'unfix' the Quote.
