Publish Documents wizard; showing error that fee can't be changed when no fee is applicable

In the Publish Documents wizard, if the Fee cannot be charged to the Account a warning icon (a red exclamation mark) is shown next to the Fee.

However, this warning icon is shown even if the Fee is zero.
