Global Settings; General, Database; Tooltip added to explain 'Long' database timeout setting

A tooltip has been added to the heading for the database timeouts section on the Global Settings form, General, Database page.

This explains that the 'Long' database timeout is used when running database queries that may require longer to finish, e.g., reports.
