Accounts; BDM not working as expected

The "Specify how an Account's Business Development Manager is resolved" setting under Global Settings, External Parties group, General page was not working as expected.

This was only applying to the current BDM, not the original BDM created when an Account is first opened - it was always set to the Dealer's BDM. This also applies the BDM Commission Account.

A change has also been made to the "Broker then Dealer" or "Dealer then Broker" options. Previously, e.g. if "Broker then Dealer" was the setting, if a Broker is set for the Account it always returned the Broker's BDM, even if it was not defined. Now, if the first part, e.g. Dealer, is set for the Account, but the BDM is not defined, the second part, e.g. Dealer, is used.

Lastly the Account form, Details page, shows the BDM and Commissions BDM when the Account is still a Quote. Previously these were blank.
