Summary Pages; Version 1; General CSS file now always retrieved from installation folder /Templates folder

The CSS stylesheet inserted into Version 1 Summary Pages via the {{Stylesheet}} HTML template is now always retrieved from the application installation folder /Templates folder.

This ensures that the file is always available and is up-to-date between versions.

Also, the Information page of the Debug form also points to the stylesheet in the Templates folder.
